Unhappy Soggy Compost

I'm new to composting, and fairly new to gardening. Ive got one of those sort of barrel composters that have 3 layers, Ive been religiously mixing the stuff in the top layer weekly as instructed but just recently Ive noticed its slimy and soggy any ideas how to improve things please?

Try adding shredded paper or cardboard, that should dry it up a bit.

The rule I go by, is one layer of grass or green cuttings, one layer of veg, fruit old flower heads, old leaves etc., and one layer of cardboard or paper, shredded is good and you cannot go wrong. Egg shells, bits of old carpet, hair, I have a dog thats is trimmed every 6 weeks, all this helps.
