Default Pebble Mulch for Tomato Plants?

Hi,

I have tomatos growing in a few 45cm pots. Can pebbles be used as a mulch, primarily for the purpose of retaining water. They are readily available in my garden and I'd prefer not to buy a bag of mulch as I'll only use a fraction of it.
