Default Watering - Germination through to Outside

I've been experimenting with different watering methods on various veg/flowers and wondered what methods everybody else finds best.

Germination - Propogators
When I first started gardening and using vented propogators I watered from the top and combined with cheap modules (blocked drain holes) the water became stagnant and the germination process ceased.

I've now reverted to making sure there is a low level of water in the propogator tray so that it soaks up and into the compost now and that adequet drainage is present at the module(s). I've successfully been growing (from seed) all veg types and flowers (poppies, stock, delph, hollyhock etc).

The compost always remains moist and never dries - is this normal/best practice for seed germination?

Pricking out - potting-up
Again, I've been potting up and placing the pots in trays with water in the bottom and never water from the top. The "crop" seems to be progressing very well and again the compost (J Innes No.2) always remains moist. Tomatoes, cucumber, radish, beetroot, onion, carrot, lettuce hollyhock & stock have all come on very well and have nice strong stems with plenty of leaves.

Does anybody water from the top of the compost at this stage or still water from the bottom of the tray?
