Question leggy sprout seedlings

Hi,
I sowed some Igor F1 brussels some time back they are now approx.3" tall and so leggy that they are falling over; yet they appear to be very healthy.
When planting out would it be in order to plant them as deep as the first leaves?

Brassica seedlings tend to get a bit leggy in modules and pots. I transplant them right up to the first leaves and firm in as hard as I dare
