did you water them at time of sowing ?
it may be that the seed has inadvertently been given a extra dose of growth retardant
bring 2 indoors soak for 10 mins place on damp kitchen towel and wait 3 days in the warmth you should see if the seed is viable if it is your tunnel may just be too cold

They can take quite a while to come up. I sowed some in November and in February they were just coming up. I sowed some more in February and they have all popped up last week. But that still took a month to 6 weeks.

The white stuff sounds normal to me, often this happens when they just start to sprout. Someone else might not agree but I would leave them and just be a little more patient.

I agree. it took over a month for the ones I planted to come up last time I tried them. You have almost given up and then they appear.

You can always take one of the seedlings and dissect it with a sharp knife to see if it is alive, but... I think it is probably just taking its time.

I sowed mine in paper pots and kept them in an unheated greenhouse. They took six weeks to show so if your few weeks is much less you have time for them yet. The temp in your tunnel may have something to do with it and as the weather warms up the may suddenly appear. Good luck with them anyway.
