Default tax loop

I was doing a seed order today and having read the fine print it turns out you don't have to pay VAT on veg seeds but you do if you buy flower seed, including wild flowers

so you can avoid VAT by using veg in ornamental borders

and what happens if the 'flower' is also edible e.g nasturtium, or what about medicinal flowers like feverfew? you don't have to pay VAT on medicine

someone needs to sort out this mess
