Allotment seen in Covent Garden

Went to London yesterday with my wife and went into Covent Garden. Lo and behold there was a 1950's allotment there coplete with shed. I know the London Allotment society were struggling with ground but this is rediculous !!!

Has anyone else seen it and do you know why it was there ??!!
