Carrots

Hi

I have some carrots and the tops are being eaten. Now I have grow lots of carrots before and this has never happened. I wonder if it was Pigeons? Then my neighbour wondered if it was caterpillars - I have looked through but can't find any.

Does anyone know what it could be?
